There are several criteria that must be met to become a fully established breed. There are many rare breeds that have not become fully established.

The biggest hurdle is creating and maintaining the integrity of its pedigree and ownership records.

The AKC lists these breeds as part of their Foundation Stock Service to allow rare breed fanciers to continue their commitment to the improvement of their breed and potentially become a recognised breed in the future.
